The Politburo agreed for Ho Chi Minh City to continue piloting specific policies

On December 2, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo to comment on the Project summarizing 10 years of implementing Resolution No. 16 on directions and tasks for developing Ho Chi Minh City until 2020;

The Politburo assessed that after 10 years of implementing Resolution 16, Ho Chi Minh City has achieved many important achievements in socio-economic development and ensuring national defense and security.

The city continues to innovate its growth model and improve quality based on the application of science and technology;

However, the Politburo believes that Ho Chi Minh City has not well exploited its potential and development advantages, the economic growth rate has slowed down compared to the previous period, international competitiveness is still low, and the investment environment is slow.

Therefore, the Politburo unanimously agreed to issue a Resolution on directions and tasks for developing Ho Chi Minh City with the goal of becoming a modern service-industrial city by 2030, a leader in the digital economy and digital society;

Oriented to 2045, Ho Chi Minh City will become an Asian economic, financial and service center;

The Politburo requires Ho Chi Minh City to strongly innovate its thinking of construction and development in the new period.

Besides, Ho Chi Minh City must improve the quality of planning, strictly implement discipline and management;

The Politburo also agreed to improve institutions, policies, and laws on the city, continue to promote decentralization, decentralization, and pilot implementation of specific mechanisms and policies to meet development requirements in the period.

Since January 2018, Ho Chi Minh City has piloted specific mechanisms and policies according to Resolution 54 of the National Assembly.

However, in a report sent to the National Assembly on October 4, the Government proposed to allow Ho Chi Minh City to continue piloting a number of specific mechanisms until the end of 2023, instead of the end of 2022. The reason is that Ho Chi Minh City has 5

Resolution of the 4th session, the 15th National Assembly in mid-November assigned the Government to research and propose to improve specific mechanisms and policies for the development of Ho Chi Minh City, submit to the National Assembly for consideration and approval of a replacement Resolution.

Regarding the additional income policy, Ho Chi Minh City can continue to implement Resolution No. 54 but needs to be calculated and balanced so as not to exceed the maximum level prescribed by Central Resolution No. 27 on monetary policy reform.
